Tech Recruitment in Eastern Europe
Tech recruitment in Eastern Europe means sourcing engineers from a talent market of roughly one million developers across Poland, Ukraine, Romania, Moldova, Bulgaria and the Baltics, engaged either as direct employees, as independent contractors on B2B terms, or hourly through a partner. Country choice drives cost, contract structure, timezone and continuity risk far more than raw skill does.

Founders, CTOs and talent leads who have already decided the region is worth a look and now have to pick a country. That decision is usually made from a blog post written by a vendor with an office in exactly one of them.
This guide is written from Chișinău, so read it as a view from inside the region rather than a neutral one — including the parts where the right answer is a country we do not operate from.
The hiring problem
Nearly every published comparison of this region is a sales document wearing a guide’s clothes. The country the author sells has the deepest bench, the best English and the lowest risk, and the other five get a paragraph each.
What a buyer actually needs is unglamorous: what a senior engineer costs where, which contract form is normal there, how many hours of genuine overlap the timezone buys, and what happens to the engagement if that country has a bad year.

- Plentiful in all six markets, and the reason regional averages look cheap in market reports. It is rarely the band a foreign buyer should shop in, because close supervision does not travel well across a border.
- Senior
- Five to twelve years, and usually already working for Western clients. This is the band worth crossing a border for, and Poland and the Baltics price it accordingly.
- Architect and lead
- The thinnest layer in every one of the six. Ukraine has the deepest bench of it; elsewhere expect a longer search and a number closer to Western Europe than any regional average implies.

Those columns are deliberately relative rather than numeric. Published headcounts for a national developer population differ by a factor of two depending on who counted and whether students, QA and support engineers were included, and a precise-looking figure copied from a vendor deck is worth less than an honest ordering.
Check the ordering against your own data as soon as you have any. Two quotes from the same role in two countries will tell you more about the cost column than any market report, and you can get both inside a fortnight.
Country by country
Poland
The biggest developer population in the region and the most expensive place in it to hire. If you need ten engineers inside a quarter and budget is not the binding constraint, Poland is the answer, and anyone telling you otherwise is selling their own geography.
Contracting is easy because the market settled it years ago: senior engineers work on umowa B2B, invoice through their own registered activity, and expect to. Enterprise and banking depth is real, which matters when your system has auditors attached to it.
Romania
An EU member with the region’s strongest .NET and Java benches, and three hiring markets — Bucharest, Cluj and Iași — that price differently enough to be worth treating separately.
Costs are rising faster here than anywhere else on this list, pushed by the same multinational delivery centres that made the talent pool good in the first place. Employment and B2B both work, so EU-jurisdiction contracting is available without an argument.
Ukraine
The deepest senior bench in Eastern Europe, and the country every buyer now asks a continuity question about. That question deserves a straight answer in three parts rather than a reassurance.
Mobilisation: men of conscription age can be called up, and no vendor can promise you otherwise. Power and connectivity: sustained strikes on the grid turned generators, satellite links and battery banks into a standing line item rather than a contingency. Relocation: a meaningful share of senior engineers now work from Poland, Romania or further west, which changes their cost and their contract but not their ability.
What a serious vendor does about it is concrete — a named backup engineer per role, documented handover from week one, and credentials and repositories that never live on a single person’s laptop. Do not rule the country out on feel. Ask for that plan and judge the answer.
Moldova
Small, and we will not pretend otherwise: this is a market for one to five senior hires, not for standing up a fifty-person division. What it returns in exchange is the best ratio of seniority to cost of the six, and an unusually clean contracting story.
Resident IT companies pay a single tax on turnover under the IT Park regime in place of most other business taxes, which keeps an engineer’s own cost base stable and their invoice predictable. Bulgaria
An EU member inside the euro area, and the cheapest EU-member option on this list. The specialisms differ from Poland’s: QA automation, embedded work and telecom rather than enterprise back office.
Contracting runs as employment or through the engineer’s own company, and a euro-denominated invoice under EU-member law removes two of the three objections your finance team would otherwise raise.
The Baltics
Estonia, Latvia and Lithuania are small per country and expensive per head — close to Polish rates — but the concentration of fintech and product engineering experience is out of all proportion to the population.
Choose them when the role is product-led, payments-adjacent or regulated, and when you want one or two exceptional people rather than a team. Do not choose them expecting Polish scale or Moldovan cost, because you will get neither.

How engineers are contracted here
Four ways to hold the relationship
Your own local entity
You register a company, run local payroll and employ people directly. A sound trade at thirty engineers in one country. A poor one at three, where the administration costs more than the salary line saves.
Employer of record
A provider employs the person locally on your behalf and charges a fee per head. This is the correct answer when you need employment-grade control — set hours, exclusivity, direct supervision — or where local law makes contracting risky. It costs more, and that extra cost is precisely what you are buying.
Direct contractor engagement
The engineer invoices you as an independent business under a services agreement you hold. This is the regional norm for senior people in Poland, Ukraine, Romania and Moldova, and most of this market runs on it.
Hourly through a partner
A partner holds the contract, supplies the engineer and bills you for hours worked. Useful where the end date is unknown or the commitment is part-time. More expensive per hour than a direct contract you intend to hold for years.
TalentSync does the last two. If your situation points at an employer of record — you need to direct someone as a subordinate, set their working hours, or bar them from other clients — that is a different product and you should buy it from a firm that sells it.
Naming the case where we are the wrong answer is the only thing that makes the rest of this page worth reading. Vendors who claim every model suits every buyer are describing their price list, not your problem.
What it actually costs
A contractor engagement removes the employer-side costs, not the engineer. There are no employer social contributions on a B2B invoice, no entity to register and maintain, no payroll function to run, and no severance exposure when the work ends. What is left is the engineer’s own rate plus whatever fee or margin sits on top, and both of those you can see.
The mistake to avoid is comparing invoices across borders line for line. A Polish B2B rate and a Moldovan B2B rate carry different tax positions on the engineer’s side, so an identical headline number leaves two engineers with materially different amounts and prices differently against their local job market.
Moldova’s IT Park regime replaces most business taxes for resident companies with a single tax on turnover, currently 7%. What that means for your fully-loaded cost per engineer depends on where you are; we model it against your current cost per head on the first call.
You will not find a savings percentage on this site. A percentage that compares nothing to nothing is not checkable, and the only comparison worth making is against what the same person would cost you at home, fully loaded. Realistic hiring timelines
Our own dataset is small and we will not dress it up. Across our five most recent placements, eight engineers have gone to five companies — SocialBee, Silvertalent, Qualiwise, Foodamigos and Innovatec — with each one signing one to two weeks after the role was briefed in writing.
That is a handful of common stacks, and it is not a forecast for your role. A narrow stack, a clearance requirement or a genuine on-site element pushes any search past that range, and the moment to hear so is the brief rather than the third week of silence.
Regional norms move the start date more than the search does. Notice runs from immediate for an established contractor to three months for an employed engineer in Poland or Romania, so two candidates who accept on the same day can begin three months apart.
What actually makes a search slow
- A seniority bar that is described in adjectives and never written down, so the shortlist gets argued about instead of interviewed.
- Four interview rounds. Good senior engineers in this region are usually in two other processes, and round four is where you lose them.
- Feedback that takes a week to arrive. Nothing else on this list costs as many candidates.
- A rate agreed internally but never said out loud, which surfaces at offer stage and restarts everything.
When not to hire in Eastern Europe
- The work is substantially on-site. Nothing in this guide repairs a role that needs a person in your building four days a week.
- The role requires a national security clearance in your own country. That is a citizenship and residency question, not a sourcing one.
- Nobody on your side can run a technical interview. Without an interviewer you are buying a supplier’s judgement, and you should buy delivery from an agency instead.
- Your budget assumes a junior price for senior work. Senior engineers here already have Western clients and know exactly what they are worth.
- Your team works US Pacific hours and only those. There is no overlap worth the name, and pretending otherwise wastes six weeks.
Two of those deserve restating, because they are the two buyers argue with. A team without a technical interviewer will hire badly in any geography — the region is not the variable in that equation. And a rate expectation set four years ago does not buy today what it bought then, here or anywhere else.
